I realised my two main issues with how their civilization works could be each other’s answers. What prevents their fall to just another hegemonizing empire with pretty mottos as what happened to begin that old war and how do free devils fit into a civilization. Devils wouldn’t be cowed by authority or become enamored by the status quo, though that does raise the question of how the governments came to accept beings that would not obey
